Framework for Safe and Scalable EV Charging in Maharashtra’s Buildings

In a joint effort by the International Copper Association India (ICA India) and India Energy Storage Alliance (IESA), this white paper presents a comprehensive roadmap to enable safe, accessible, and compliant electric vehicle (EV) charging infrastructure across residential, commercial buildings and public use spaces in Maharashtra. While EV purchase is increasing; it goes together with urban safety concerns. The “Right to Charge” campaign outlines regulatory, electrical and fire safety frameworks aligned with state and central mandates, offering implementation strategies for both new and existing structures. Backed by stakeholder consultations, on-ground case studies, and national policy alignment, this study proposes technical standards, permitting workflows, and design guidelines. All this is done to accelerate EVCS adoption; particularly in high-density housing, while addressing challenges like load upgrades, basement fire safety, and shared infrastructure in group housing societies. Maharashtra’s structured approach aims to serve as a model for urban EV-readiness across India.
